Technically, you don’t need a VAT number to buy wholesale. Most suppliers will require one as a method of verifying that their customer is another business.
Yes, unless the reverse charge mechanism applies to the transaction. In those cases, the wholesaler doesn’t include VAT on the invoice and includes the wording “reverse charge mechanism” on the invoice. Then the customer accounts for the VAT as both input and output VAT on their VAT return.
